Bacteriostatic water frozen?

Is bacteriostatic water ruined if it gets too cold or freezes?

Long as it has not been opened or exposed at all it should be perfectly fine. This happens with shipping sometimes during cold temperatures, but it's not wise to make it a habit or try to do this intentionally.

Yes it's suggested to keep it in the refrigerator, it doesn't necessarily have to be but it's better for longevity and it's life span especially after opening it. And as always clean the top of the stopper, but keeping it inside of the refrigerator will minimize any potential of bacterial growth germinating
 
I read it should be stored between 60 and 80 degrees F.

You can store it at room temperature, but once you open it it's best to keep it in the refrigerator.
