Sounds good in theory, but sounds like a rebranded H2F. Cardio is the base of military fitness. The guys at MOPs and MOEs have a lot of great podcasts on military performance.
The problem I see is consistency. The military is not stationary. Between field exercises, temporary duty, deployments, etc. it is hard to be consistent with anything.
Education is important and it is surprising how many members have little to no physical coordination. When the Army rolled out the ACFT, it was scientifically backed and a good effort but standards changed instead of Soldiers improving.
Politics has a way of making a lot of good ideas less effective.
