You guys blame Biden but I fail to see what he has to do with Americans traveling South on their own accord.
If Mexican citizens are captured in Texas by black gangsters, do you think Mexican SF guys are coming in to free them? We don’t send SEALs to friendly countries to do this sort of thing.
We try to rely on those nations to take appropriate and immediate action, which they did. Sure we send “advisors” when asked, but we aren’t doing a de facto invasion of a sovereign country when we haven’t given that country a chance to respond. Especially not our neighbor in which we have a vested interest in getting along with.

Typical cartels don’t kill tourists because cartels/government (which is one in the same) benefit from tourism. Cartels know whose coming and going. The violence that innocent tourists face is the same violence they face in the US, from typical criminals.

Cartels aren’t desperate enough to kidnap normies for money.

You can blame the US almost entirely for cartel power in Mexico. Between the failed war on drugs to Eric holders Obama era weapon laundering.
