Looks like fat kid gyno. Hard as shit to get rid of. At 16% body fat I only hold fat in my tits and lower belly. You can get rid of most of it takes time and a lot of work. Heres a old picture of me when I was fatty fat ass then picture on the right was taken about 8 months later. This is a old picture probably 6 or 7 months old I'm a lot leaner and bigger now but still have some fat kid tits left

If you lift & build muscle while loosing the fat it will really help with the loose skin..Hit your chest,,shoulders,,back (lats) hard & u wilm be surprsed how all turns out in the end..No noticeable lumps under nipples and yes Seattle I am currently in the middle of that, nervous about the possible loose skin issue but we'll see how it goes.
