I think he eventually did because he was catching so much shit over it. I read his statement and he said that they weren’t asked to be a shelter by the city of Houston. Said if they would’ve been they would have. Stated that the church itself had flooding issues and that there was no way to staff the huge church that quickly. It was Hurricane Harvey.
