I've been with Kaiser for years because I'm still insured under my dad.
However, my test levels have been dropping since 2012 (23 years old now).

Test levels back in 2012 - 540
Test levels last year before starting first cycle - 440
Test levels now - 340

Doctor will not prescribe TRT because my levels are "within normal limits"
I tried switching doctors at Kaiser and got the same thing.

Any advice ?

Any trt clinic will more than likely work with you, but be prepared to pay, unfortunately insurance is useless when going through a clinic
 
I have kaiser and been onTRT for years. The Doctors will not place you onTRT at 350 level. At 23 are you sure you want to start pinning for rest of your life?
Kaiser will only place you on TRT if your levels are below 250.

How the insurance coverage works ? Are they going to cover things only to get you above 250 ? May be I can read it somewhere ? Was thinking about doing blood work after a cycle, when levels will be below 250...
