Believe it or not I find the Roman Chair excellent for lower back development while others stand by any type of deadlift. What do you guys think? Any preference? Any experiences one way or the other?

Good question. I always just relied on my heavy deadlifts, I never targeted them specifically.

In to hear what others say :)

Pull throughs, reverse hypers and good mornings are my go to's

I guess it depends on what you mean by lower back. The psoas attaches to the femur runs up over the hip and ties into lower back. Balance is important and tight psoas can wreak havoc on lower back.

Hyper extensions. I feel lower back quite a bit in rack pulls as well.
