They dont say. But they watch every transaction very carefully.
 
Circle is cash and dosent convert into bitcoins until the transaction.

I don't. I don't buy anything until the minute I intend to send money.

It took me approximately 5 transactions and was able to up my limit to $3K. Didn't ask for that amount they just gave it to me
